The Adult Care Sector is entering a major period of reform as apprenticeship standards and qualification requirements are updated for 2026. These changes will impact training providers, employers, and workforce development teams across the sector.

This blog highlights the key updates shared during our webinar with Leonie Walker, Qualifications Director at NQual and a member of the apprenticeship Trailblazer group.

Adult Care Worker Level 2: Version 2.0

Version 2.0 of the Adult Care Worker Level 2 apprenticeship standard introduces a redesigned structure, focusing on integrated occupational duties rather than fragmented Knowledge, Skills and Behaviours (KSBs).

Key Changes to Adult Care Worker Version 2.0

The updated standard reflects the realities of modern care delivery, including the integration of digital skills and broader professional responsibilities.

The revised behaviours now focus on:

  • Person-centred care.

  • Ethical and professional practice.

  • Maintaining positive relationships.

  • Organisation, situational awareness, and personal responsibility.

Changes to Adult Care Worker Apprenticeship Assessment

One of the biggest reforms is the removal of the independent End-Point Assessment (EPA).

Under the new structure:

  • Apprenticeships are graded 'Pass' or 'Fail'.

  • Certification is based on completion of the mandatory qualification.

  • Training providers are responsible for confirming learner competence and triggering certification.

This places greater responsibility on providers to maintain strong internal quality assurance and assessment processes.

Level 2 Adult Social Care Certificate

The NQual Level 2 Adult Social Care Certificate is designed to replace inconsistent induction models with a portable, Ofqual-regulated qualification that follows the worker between employers.

Key Features:

  • Mapped to 15 updated care standards.

  • Includes learning disabilities and autism awareness aligned to Oliver McGowan training.

  • Incorporates modern sector priorities such as digital skills and professional practice.

  • Available for learners aged 16+.

The qualification supports both workforce development and recruitment by creating a more consistent industry standard across adult care.

Funding and Adult Care Sector Updates

Funding is available for the standalone Level 2 Adult Social Care Certificate through the Learning and Skills Development Support Scheme (LDSS), with priority given to learners who have not previously achieved an adult care qualification.

NQual continues to work closely with employer groups, Trailblazer discussions, and sector stakeholders to help providers prepare for ongoing regulatory reform.

Updated Level 5 Adult Care Qualification

The revised qualification is now titled Level 5 Diploma in Leading and Managing an Adult Care Service.

Updated optional units include:

  • Digital skills in care.

  • Neurodiversity awareness.

  • Trauma-informed practice.

These updates ensure the qualification reflects current workforce expectations and aligns with regulatory requirements.

Updated Level 3 Adult Care Qualification

The revised qualification remains titled Level 3 Diploma in Adult Care but has been updated to reflect new Skills for Care standards.

Updated content and structure include:

  • Redeveloped mandatory units aligned with updated Skills for Care criteria.

  • Greater focus on prevention, health and wellbeing, and person-centred care.

  • Increased emphasis on equity, equality, and inclusion.

  • Neurodiversity awareness.

  • Digital skills and assistive technology in care.

  • Reviewed and refined optional units to maintain flexibility.

These updates ensure the qualification reflects current workforce expectations, supports modern care practices, and aligns with future qualification frameworks.
