Clarity, NOT Chaos: How NQual are Preparing for Apprenticeship Assessment Reforms

Apprenticeship assessment is evolving following the introduction of the DfE’s Apprenticeship Assessment Principles (2025). These principles focus on simplifying assessment plans, removing duplication, improving the apprentice experience, maintaining rigour and enabling greater flexibility and innovation in assessment design. As Skills England implements the reforms, NQual continues to work closely with providers and employers to ensure that the transition is smooth, practical and fully supported.
The reforms aim to make assessment clearer, more manageable and closely aligned to real workplace practice. They enable assessment to take place during the apprenticeship rather than solely at the end, refine evidence expectations and strengthen the employer role, particularly in confirming behaviours have been met.

The Ofqual regulatory framework for apprenticeship assessment gives increased clarity around expectations for consistency, marking, synoptic assessment and quality assurance. NQual is aligning its delivery and quality assurance processes to the updated framework, ensuring that all assessments remain robust and compliant. The reforms also give us the opportunity to introduce greater design flexibility, including opportunities for providers to contribute to on-programme assessment activities. Employer‑confirmed behaviours ensure assessments reflect authentic workplace performance.
Provider support remains central to NQual’s approach. We continue to offer webinars, briefings and practical guidance to help providers understand updated terminology, revised assessment plans and assessment expectations. Our focus is on providing clarity and confidence throughout the reform period.
NQual's Approach to Assessments
Our assessment approach enables providers to choose an approach that suits them, per standard and per apprentice.
Option A: NQual Approach
NQual will conduct all assessment components, maintaining the current model; however, assessment will take place on-programme, with one assessment ‘towards the end’.
Option B: Approved Centre Approach
Providers conduct selected components set out for each standard by NQual. We offer full support through centre approval and ongoing quality assurance.
All assessment plans are expected to be updated by the end of August 2026. Throughout the implementation period, NQual remains committed to working in partnership with providers and employers to maintain our focus on high‑quality assessment.
